Foreign property acquisition is subject to Malaysian and individual state requirements, including property type, minimum purchase values and state consent where applicable. For example, an overseas buyer with a higher-value property budget may have choices ranging from:

  • investment-oriented properties

RM1.5–2 Million Range

Choices expand towards:

RM2–3 Million Range

The decision becomes much more interesting:

Luxury condo or landed home?

A buyer may be choosing between a premium city residence and a 3,000+ sq ft landed family home rather than simply comparing one condominium against another.

RM5 Million+

At this level, Malaysia offers another category of residential choice altogether — including very large premium residences and selected luxury landed homes.

Where Should You Buy: Kuala Lumpur, Johor or Penang?

Many overseas buyers prefer completed developments.

For buyers relocating to Malaysia, applying for MM2H or planning retirement, completed projects often provide greater certainty than waiting several years for construction to finish.

Kuala Lumpur makes sense if you want:

KLCC in particular gives international buyers an address that is relatively easy to understand without needing deep knowledge of Kuala Lumpur’s suburbs.

You can choose between completed residences that can be occupied immediately and newer developments completing later.

2. Johor Bahru

Best for: Buyers Connected to Singapore

Johor deserves a separate look, especially if you currently live or work in Singapore.

The question is not simply whether Johor property costs less than Singapore property.

The more useful question is:

Can I continue to maintain my Singapore connection while owning a much larger or different type of home across the border?

Johor offers both own-stay and investment strategies.

For buyers who want connectivity towards Singapore, properties around JB city centre and the Bukit Chagar RTS area are particularly relevant.

The Johor state land authority currently publishes separate foreign-acquisition requirements, including minimum pricing and property-category conditions, so unit eligibility should always be checked individually.


3. Penang

Best for: Lifestyle, Retirement & Longer-Term Living

Penang offers a different proposition.

It may appeal more to buyers who prioritise:

  • lifestyle
  • food and culture
  • healthcare
  • sea or hill views
  • less city-centre intensity
  • retirement
  • larger family residences

For someone from the UK or Australia considering Malaysia for longer-term living, I would not automatically show only KLCC.

Penang should also be compared.

For example, Waterstone Tanjung Bungah offers freehold family-sized residences of approximately 1,334–2,195 sq ft and is positioned more towards lifestyle, family and MM2H buyers than compact investment buyers.

Own Stay or Investment? Decide This Before Choosing a Property

This is probably the most important decision.

If You Are Buying for Own Stay

I would prioritise:

  • location and daily lifestyle
  • usable space
  • number of bedrooms
  • privacy
  • healthcare
  • transportation
  • security
  • family requirements
  • freehold versus leasehold
  • future maintenance
  • community

Rental yield should not be the first consideration if you’re going to spend the next 10–20 years living there.


If You Are Buying for Investment

Look at a different set of numbers:

  • realistic tenant demand
  • entry price
  • rental competition
  • maintenance costs
  • furnishing costs
  • property management
  • future supply
  • exit market
  • long-term rental versus short stay
  • whether you want to manage it yourself

A great home isn’t automatically a great investment.

And a good investment unit may not be somewhere I would personally recommend for retirement.


Condo or Landed Home?

For overseas buyers, this is another major decision.

Condominium

A condo may make more sense if you:

  • travel frequently
  • only spend part of the year in Malaysia
  • want security
  • don’t want to maintain a garden or external building
  • want facilities
  • prefer a central location
  • want easier lock-and-leave ownership

For a premium own-stay buyer, I would consider options such as KLCC or Pavilion Damansara Heights.

Landed Home

This is where Malaysia’s purchasing power becomes particularly interesting.

If you’re returning from Singapore, the UK, Australia or UAE with a larger property budget, don’t automatically assume your next home should also be a condominium.

Malaysia may allow you to consider:

  • multiple floors
  • substantially larger built-up areas
  • more bedrooms
  • private outdoor space
  • family living
  • multi-generational living

Ready to Move In or Buy Something Completing Later?

This is another consideration that many overseas buyers overlook.

Ready Property

A completed property may suit you if:

  • you are returning to Malaysia soon
  • you need somewhere to live immediately
  • you want to inspect the exact unit
  • you want to start renting it sooner
  • you prefer less construction uncertainty

Property Completing in a Few Years

But what if you are still working overseas?

Suppose you are in Singapore today but intend to return to Malaysia only in another three or four years.

A property completing around the same time may actually match your life plan better.

For eligible new developments, payments under the SPA are generally tied to construction progress rather than the entire purchase price being payable immediately; financing arrangements and the exact payment schedule depend on the individual purchase and SPA.

This can make future-completion properties worth considering for someone who is:

earning overseas today but preparing for life in Malaysia later.

Don’t choose an under-construction property simply because payment is progressive, however. Developer, project fundamentals, completion timeline and financing still matter.


What About MM2H?

For foreign buyers intending to live in Malaysia longer term, the Malaysia My Second Home programme (MM2H) may be relevant.

Under the current federal MM2H programme, the main categories are:

The current federal programme also sets different fixed-deposit requirements and programme durations for each category.

A residential purchase is compulsory after MM2H approval under these categories, and the current rules generally restrict sale of that qualifying property for 10 years except when upgrading to a higher-value residence.

Important

MM2H property minimums and state foreign-property purchase requirements are not necessarily the same thing.

A RM600,000 MM2H Silver minimum does not automatically mean that every RM600,000 Malaysian property is available for purchase by a foreign citizen.

The state, property category and individual project still need to be checked.

What If I Don’t Want to Live in the Property?

Then I would treat your search very differently.

You may be looking for a pure investment property.

There are generally two approaches worth comparing.

Traditional Property Investment

You purchase the property and handle or appoint someone to handle:

  • furnishing
  • tenant sourcing
  • rent collection
  • repairs
  • renewals
  • property management

Professionally Managed Investment

Selected developments are structured around professional hospitality or rental management.

An operator may handle areas such as marketing, reservations, guests and housekeeping depending on the individual programme and agreement.

This may suit overseas owners who don’t want to personally manage the unit from Singapore, London, Sydney, Dubai, China or Taiwan.

Don’t Start With a Project. Start With Your Plan.

There are hundreds of Malaysian property projects.

I don’t think an overseas buyer should begin by asking:

“Which project should I buy?”

Start with five questions instead:

  1. Own stay, retirement or investment?
  2. Malaysian citizen or foreign buyer/MM2H?
  3. What is your budget in your current currency?
  4. KL, Johor or Penang lifestyle?
  5. Ready now or moving to Malaysia several years later?

Once those are clear, the property shortlist becomes much easier.


My Property Matchmaking Approach

I don’t believe every buyer should be shown the same development.

Someone retiring from Singapore may need a completely different property from an investor in Dubai.

A British couple considering Penang under MM2H has different priorities from a Malaysian family returning from Australia.

And an investor who never intends to live in Malaysia should not necessarily be shown the same properties as a family planning to make Malaysia home.

No. The current federal Silver, Gold and Platinum MM2H categories have a minimum applicant age of 25; the programme has separate stay requirements based on age.

Can I buy Malaysian property purely for investment without MM2H?

MM2H and property ownership are separate considerations. A foreign investor may purchase eligible Malaysian property subject to applicable property-acquisition rules without necessarily using that property as an MM2H residence.

Can somebody manage my Malaysian investment while I live overseas?
